AIP Expert Advisory Core Group

Led by the African Union Commission, AUDA-NEPAD, and Sherpas to the Panel Co-chairs, the Expert Advisory Core Group provides support in AIP Implementation and development of the AIP-PIDA Water Investment Scorecard. The Group provides support to the High-Level Panel through contribution to development of the Panel’s report and Investment Action Plan, ensuring that this is aligned with the AIP-PIDA Water Investment Scorecard and the African Union Water Policy.

These specialists bring decades of expertise across diverse fields, including climate finance, investment advisory, project development, vulnerability risk assessment, and sustainable water management. With distinguished academic credentials, leadership in global initiatives, and hands-on experience in policy, finance, and infrastructure, the AIP experts are instrumental in advancing our mission to mobilize investments and create sustainable solutions for Africa’s water challenges.

Dr Alex Money

AIP Chief Investment Advisor

Formerly an emerging markets fund manager at Citigroup, Alex has 30 years of professional experience in finance, water, and sustainable development. He is currently a senior academic (part-time) at the University of Oxford, UK, where he leads part of an FCDO-funded research programme on mobilizing investment for climate-compatible growth. Alex is also CEO of Watermarq, a company he founded to break the status quo on how water is valued. As Chief Investment Advisor for the AIP, Alex looks forward to applying his experience and networks to support climate-aligned investment within its countries of focus. Alex holds a Master’s degree and a Doctorate, both from the University of Oxford, along with several professional investment certifications.

Prof. Ola Busari

AIP Chief Strategy Advisor

Ola has held senior executive positions in a variety of organizations, straddling international development finance, multi-sector infrastructure investment, and public policy. His career includes a 15-year stint at the Trans-Caledon Authority, a multi-billion dollar cross-border enterprise in South Africa, responsible for large-scale financial market-funded capital programs enhancing climate resilience and better water management, mostly as its chief strategy officer. During 2018, he served as its transitional CEO, leading the organization through recovery from its most turbulent period. Previously, Ola was an executive at the Development Bank of Southern Africa, heading up specialized advisory across all economic and social sectors. Erstwhile professor of hydrology, he served as long-term UN expert throughout the 1990s, and has undertaken wide-ranging international consultancy assignments for several multilateral organizations, including the World Bank and UN Secretariat. His publications profile includes over 150 papers and commissioned reports. A licensed engineer, with a doctoral degree in water resource optimization, Ola is Lifetime Fellow of the International Society for Development and Sustainability. He is an alumnus of the Henley MBA program, Harvard senior executive program, and University of Chicago advanced environmental isotopes program.

Dr. Catarina Fonseca

AIP Senior Finance Advisor

Catarina is an economist with a doctoral degree in water sciences. She has over 24 years of experience in the water and sanitation sector. She carries out institutional and financial assessments and develops sector finance strategies. She advises and trains a range of clients from Minister’s teams to civil society organisations, bilateral agencies, development banks and other international organisations.

Benedict Libanda

AIP Senior Advisor: Blended Finance and Project Development

Benedict is a seasoned climate finance specialist and a visionary leader in sustainable development. He holds a Master’s Degree in Development Studies from the University of the Free State and an MBA from Leicester University. He is a Doctoral Candidate in Business Administration at École des Ponts Business School in France, specializing in blended financing.

With over 23 years of experience in environmental and climate finance, Benedict has played a pivotal role in designing and implementing transformative financial mechanisms. He was instrumental in establishing the Environmental Investment Fund of Namibia and has led the design of a number of innovative funds. Throughout his career, Benedict has successfully led resource mobilization efforts for climate investments from renowned international agencies, including the Green Climate Fund, the European Investment Bank, and the World Bank, among others. He serves on different boards within the space of private equity, asset management, and advisory bodies.

Dr. Guy Hutton

AIP Senior Economist

Guy is a development economist with 30 years of professional experience. He currently works as an independent consultant, based in the United Kingdom (www.innatevalues.com). He has held positions at UNICEF, as Senior Adviser for water, sanitation and hygiene and the World Bank as Senior Water and Sanitation Economist. He has led the implementation of country projects, international research studies and global advocacy initiatives in the fields of water, sanitation, health, air pollution and climate change. He has led several global economic initiatives in water and sanitation on systems analysis and strengthening, service costing and financing, affordability of basic services to poor and vulnerable populations, assessment of the costs of inaction, and cost-benefit analysis. He contributed as lead author on two AIP High-Level Panel reports on how to mobilise US$30 billion annually for water security and sustainable sanitation in Africa. He has authored over 150 academic papers, book chapters, agency publications and blogs.

Ravi Kammila

AIP Project Development Advisor

An accomplished professional with over 20 years of strategic expertise across public and private sectors, specializing in policy review, capital project delivery, and operations within the water and wastewater industry. Ravi brings to the AIP extensive experience in climate finance, including Readiness and Full Proposal development for international organizations such as the GCF, GEF, AF, ADB, and AfDB. His work spans critical sectors, including water resources, Nature-Based Solutions (ecosystem resilience), agriculture, food security, land use, and WASH (Water, Sanitation, and Hygiene).

Dr. Maryna Storie

Senior Advisor: Vulnerability Risk Assessment and Coordinator: AIP Scorecard

Maryna has a wide range of multi-disciplinary skills, developed and honed over three decades in the natural resources, ecological and infrastructure services, climate finance mobilization, and knowledge management platforms. She received training in environmental and climate sciences, disaster risk management and risk reduction, and human settlement planning and vulnerability management through influencing of interactions between infrastructure and human behaviour. Maryna brings to the AIP extensive experience in financial advisory, investment analysis, knowledge systems design and operationalization, livelihoods resilience, programmatic development and programme leadership.
