Introduction

Africa is highly vulnerable to climate change and is particularly expected to impact water through increases in droughts and floods, water scarcity and water-borne diseases. Despite this pronounced vulnerability, many African countries have limited capacity to access climate finance for strategic investments in water.

In February 2024, on the margins of the African Union Summit, the Green Climate Fund announced support to 15 African countries under the AU-GCF Readiness Support Initiative to help countries develop climate-resilient water investment programmes. The AU-GCF Readiness Support Initiative is being implemented under the AIP with the following countries participating in the first phase: Burundi, Central African Republic, Chad, Eswatini, Ghana, Guinea, Malawi, Mali, Morocco, Mozambique, Rep. of Congo, Sierra Leone, Somalia, Tunisia, and Zambia.  

Accessing climate finance for resilient water in Africa is critical to achieving the African Union Climate Change and Resilient Development Strategy and Action Plan (2022-2032), which recognizes the need for enhancing climate-resilient water systems under Axis 2: Adopting Pathways Towards Transformative Climate Resilient Development. Supporting implementation of the African Union Climate Change and Resilient Development Strategy is the continental Africa Water Investment Programme (AIP), which was adopted by the Assembly of the African Union Heads of State and Government as part of the Programme for Infrastructure Development in Africa – Priority Action Plan 2 (PIDA-PAP 2) to address the growing need for investment in water, a need that is greatly exacerbated by climate change.

This Continental Knowledge Platform is a key component of the AU-AIP Multi-Country GCF Readiness Support Initiative, designed to address gaps in climate finance knowledge sharing and resource mobilization. The platform enables African Union Member States to access and exchange best practices, case studies, and technical insights on mobilizing climate finance for water security and climate resilience. It also serves as a hub for collaboration, learning, and technical support, helping stakeholders develop bankable water investment projects and connect with financiers, donors, and investors.

Data and insights from the AIP-PIDA Water Investment Scorecard will inform cross-country and peer-to-peer learning on the Continental Knowledge Platform. The AIP-PIDA Water Investment Scorecard enhances mutual accountability for results in the mobilisation of water investments, supports countries to track progress, identify bottlenecks, and take action to meet the investment needs for the achievement of SDG 6 on water and sanitation.

Overall Objective

The overall goal of the AU-AIP multi-country GCF Readiness is that all participating countries have strengthened capacities for climate-resilient planning for the water sector, specifically. This will be achieved through the following:

Enhancing the country’s capacity for climate finance programming and Direct Access (to climate finance), focusing on institutions that can support water-sector-related activities

Enhancing strategic frameworks for climate-resilient investment planning for water management through the development of Water Investment Programmes

Z

By building a continental platform for knowledge management as part of the AIP international blended climate-resilient investment facility that will ensure the sustainability of the knowledge platform, through ongoing facilitation together with the AUC, of country engagement, mobilization of co-finance, to advance projects from concept to full investment projects.
