Overview on Climate Resilience Efforts

Chad submitted its revised Nationally Determined Contribution (NDC) in October 2021, which aligns closely with its first National Adaptation Plan (NAP). The NAP integrates adaptation and mitigation measures into water management systems, aiming to improve community access to water while developing climate-resilient water and sanitation infrastructure. Mitigation actions include enhancing wastewater treatment, using solar energy for water extraction, and reducing emissions.

The alignment between Chad’s NDC and NAP supports coordinated implementation—where the NDC provides the overarching vision and adaptation objectives, and the NAP integrates these climate priorities into national development planning. Chad also submitted its GCF Country Programme in May 2019, outlining climate change priorities and a pipeline of potential projects for GCF support.

Gender Dimensions of Climate Change

Women, children, and the elderly have been identified as the most vulnerable social groups in Chad, according to the National Adaptation Programme of Action and the NDCs. Key gender-based risks include limited access to resources, restricted rights, reduced mobility, and limited participation in decision-making. Women face significant social inequalities that hinder access to land, housing, education, and healthcare.

Chad’s National Gender Policy highlights the socio-cultural and traditional barriers affecting women and youth, including unequal access to land and inequitable income distribution from natural resources and fishing. These issues contribute to the differing levels of vulnerability between men and women in the face of climate change.
