Overview on Climate Resilience Efforts
Morocco’s 2021 updated NDC aligns with the National Strategic Adaptation Plan (2020–2030). The Water Law 36/15 and associated frameworks like the National Water Strategy, National Water Plan, IWRM master plans, and local water plans guide integrated and basin-level water management.
Water-related adaptation targets include:
- 90% urban sewage network connection (80% treatment rate)
- 50% rural sewage connection (40% treatment rate)
- 275 million m³ wastewater reuse in urban areas
- 16 million m³ reuse in rural areas
- 183 million m³ reuse in coastal towns
- Water resource mobilization in climate-vulnerable zones (Tangiers, Oujda, Meknes)
Morocco has expressed the need for training water sector stakeholders in climate finance and for strengthening its existing project pipeline.
Gender Dimensions of Climate Change
Women in Morocco, especially in rural areas, face greater climate vulnerability due to illiteracy and limited access to resources. Despite comprising 44% of the agricultural workforce, women lack equitable access to land, finance, and extension services. Closing the gender gap in resource access could increase agricultural productivity by at least 20%. The readiness project will support gender-sensitive investment planning in Morocco’s water sector.
